What is OpEx?
A methodology with a track record, redesigned for education.
Operational Excellence (OpEx) is an established discipline used widely in industry for decades, designed to improve an organisation’s effectiveness.
It is defined as, “the cultural transformation and technical enablement of an organisation that allows it to perform optimally and achieve its strategic objectives”.
Schools and trusts have long had frameworks defining excellence in teaching and leadership, but no equivalent for the operational functions that support them.
To address this gap, we commissioned extensive research into high-performing organisations both inside and outside the sector, working alongside international partners including but not limited to the US, UAE, Australia and Japan to test how OpEx principles translated into education.
The results demonstrated better operational performance releases significant capacity, strengthening the operational foundations that support educational excellence.
This pioneering research led to the development of our patented OpEx for Education™ framework, the first of its kind in the sector, which now sets the benchmark for operational excellence in education, defining what good looks like at each stage of operational maturity.

CEOE Solutions Hub services are underpinned by the OpEx for Education™ framework.
It defines what “good” looks like across ten clearly articulated operational domains, providing a shared language and a consistent standard for excellence.
These domains are anchored by five fundamental organisational pillars: culture, people, productivity, systems and data, and continuous improvement.

OpEx Review Process
Built upon the OpEx for Education™ framework, an OpEx Review is a strategic assessment of how your organisation operates.
It provides an independent, evidence-based evaluation of operational maturity and organisational effectiveness.
The review examines the systems, processes, structures and ways of working that underpin educational success across central functions, including Finance, HR, Technology, Estates, Procurement, and more.
It is carried out by CEOE OpEx for Education™ Consultants, combining world-class operational excellence expertise with extensive experience of organisational transformation.
